Needs more context.
Were they using relic shield? Do you know how that works? What shield and against what abilities were you not being guarded against? Were other people getting shielded? How long was this game?
You get the idea.
Also the carry/support setup is a player induced aspect of the game. It's not against the rules to break it so long as you're still trying to help your team win.
Are you a good adc? Because if you're not good, I would expect the sup to step up and clean up some cs to keep them off the tower. You likely aren't farming at 100% efficiency anyway.
Players skill or lack thereof isn't something to ban for (else like 99.9% of players would be banned for doing monkey things compared to the challenger gods); they'll just settle at an MMR where their particular strategy (funneling gold into the support and saving mana for offense I guess) has a roughly 50% win rate. If your preferred style of play is more effective than that one, you'll end up settling at a higher MMR.
