riot matchmaking... yet again

so we all know how horrid riots matchmaking is.. but im having a hard time understanding their algorithms for fresh lvl 30s entering ranked.. just played with a malph who had a total amount of 4 ranked games.. all 4 he fed and had bronze 5 cs skills.. he had 82 cs at 28 mins as malph.. and yet he is being paired with people on win streaks? he used his ult twice in the game once on a solo mundo... when the rest of the team was grouped right next to him and a 2nd time after a team fight that everyone died in he ulted to run away.. he also had 0 runes.. not even lvl 1 runes he had 0.. there really needs to be a better way to judge a fresh lvl 30s skill level.. like consider cs/min or k/d/a or something because that game would have been easily won if not for malph.. it was like fighting 4v5 well 3v5 since we had a sona who built no damage lol but still im tired of snowballing lanes just to have one person on my team be useless because they still don't even understand the basics of the game yet..
