Hit honor level 3 but still not honor level 3

Today I have been playing kennen frequently, until this one game. I joined in, and it told me I hit honor level 3 and that I will recieve some type of capsule, and then I go in game, and don't see a blue border on the top of my box, but my jungler does and the enemy akali did. I went to my profile after game, and yet im still honor level 2, after it told me I hit honor level 3. What's the deal? This is so stupid, having to falsely say something like that and then get my hopes up for nothing.

So lots of points here.

Your profile won't update from level 2 to level 3 until you relog, but you would be level 3 if you got the level up thing.

The level up thing says you can receive capsules occasionally now that you're level 3, but doesn't reward one itself.

The level 3 flair only shows in the loading screen if you were honoured by one person not in your premade (or two members of a premade) in the previous game while level 3. If you'd only just gotten level 3, that would not be the case.

you only get the blue flair if you are level 3 And after someone honored you in the previous game.

My honor is lv 3 right now but I still don't see it show up on my loading screen on ranked and even normal game, but it show up when I play coop vs al, I don't know why ?
