I have an idea that can regain some of the balance in the game, and make toplaners tp more punishing, just switch baron and dragon places, so that if a toplaner tp'd to botlane for easy gold, dragon may be the Punishement , and this may return some balance and the adc mains will be free to play agressive once again
Than the adc and support role will just lane swap to top.

It wouldn't change anything, because top and botlane would simply swap their position. adc + supp top and solo bruiser bot.
you really didn't think this through did you OP? what would stop the duo bot and top laner to simply switch places? nothing would have changed at all... other than the jungle being slightly different i guess
Why shouldnt ADC and supp just go top then?
Make sure to switch the scuttles also.
