Fizz W and R bugged

The problem seems to have been going on for a while now and has been crippling Fizz since mid 2016. For some reason his W one day stopped being a good ability and was replaced with an ability that destroyed any method of trading for the champion, making his laning phase a very hard time. The very same day his R stopped working like normal and now forces him to shoot it off from a ridiculous range for it to do any damage. If you don't do it from the max range it now does negative damage and Fizz can't go in without risk of getting ganked by the enemy jungler and having no outs because he had to use his Q and E to gapclose to get close to an enemy because he was trying to shoot his ult at max range. If you guys could look into the problem that would be great. His W is supposed to have Burn as well, currently all it does is get outclassed by basic health regen on every champion. I've probably killed 2 people in the last 2 years on fizz with his W burn. If you could get me the phone number to the balance team I'd love to have a little sitdown and talk a bit more in detail with them. I will also buy pizza for the entire balance team if they fix Fizz's W and R. At the very least his W though. Since I really picked up the game in season 5, I instantly fell in love with Fizz. He was everything I wanted in a champion, without him being how he was my league experience has been miserable the last two years. I've only barely been able to keep playing the game with Aurelion Sol, even now I have really stopped playing him and try to play Fizz more. Everytime I play Fizz though, it really honestly makes me want to cry. League helped me through my depression back then, and it sucks that the champion that helped me get through it doesn't exist anymore. Thanks for any help you can provide.
