could we see a buff to soraka for her heal/w the amount of health taken from soraka should be reduced for each rank she puts into it. right now its at 10% at all levels. I think it should be 10% start then -1% every point put into it. also can the items that give health/shield power be applied to increase healing to allys for soraka.

Why, to make her busted as enchanters? A buff like that is just like powercreeping on an issue that could simply solved by nerfing everything about it. The reason Soraka seems weak is because all she does is heal. Currently, shields and enchanters are the kings, and where Soraka is on that is definitely lower than Lulu or Janna.
