Matchup level balancing?

I noticed a huge discrepancy in player levels tonight in various matches. We had one match, for instance, where we had a 59, a 79 and an 80 pitted against a handful of 20s, 30s and even some teens. Another match there was a 40 something, 59 and 60 against a team that was mostly upper 20s and low 30s and had a 13 in it, and the poor level 13 guy was expected to hold mid and kept getting ganked by a level 60 jungle.

Is it just me or does this not seem unfair? Obviously someone who's at level 60 has invested some serious time into this game and has vastly more experience than a level 13 player. I don't expect to see level 80s playing against guys still in their teens or 20s.
