Weird lag?

when im playing xin or sivir with the vic skin on it will lag for no reason and the strange thing is that the ping is showing normal at 38-41ms am i the only one experiencing this? there is no one else on the internet at the time and its fiber optic so this shouldn't be happening at all. this has happened over 5 games all at different times of the day is there a strange bug happening here where it isn't showing the correct ping or something with the skins/champs.
