Shields in URF too obnoxious?

Anyone else finding shields massively annoying in URF? Its nice that there are healing debuffs for early on in the game but they don't do the same for shields, and shields are pretty worse since there actually isn't any way to actually reduce it, and if you have a Janna with you, she can even keep a shield on both people in her lane permanently. Just looking for more opinions, not a reason to complain so please don't use this thread for that, but if you have been thinking the same thing or haven't really noticed I would appreciate commentary on it.

They do actually hit shields. Most shield based champions that can spam it have a separate nerf that cuts their shield scaling in half. You have to be playing the champion to see the debuff though.
