Old Victorious skins should be purchasable for gold+

So I only recently tried to climb to gold. I'm just about to hit gold, but I found out its going to be Victorious Maokai. I don't play tanks much, and don't even own Maokai. However, I never climbed for the previous seasons. So what if we were able to purchase the old victorious skins for a week if we are gold+. Maybe even with ip, to give ip more uses. But rp would be fine too. I just really want the Janna skin T_T. It sucks we can't receive old victorious skins.
