Increase punishment for leaving during champion select and Matchmake dependently

So, I'm a long time player. Been playing since nearly S1, if not during, and I've seen the game through lots of changes. Some of them good, some of them bad.

Increase Punishment for Leaving During Champion Select One thing that I'm noticing very often is that games are often dropped. Usually during champion select. I'm not saying to increase or decrease times for the punishments for doing so, because keeping people from playing your game is a dumb way to go. Come up with a better punishment method. Leaving = one game no XP, can't do quests or something of the sort. Basically, it's not severe enough. I've left games to, but generally it's before I leave the entire game for a while, and I feel like it should make people take a break.

Dependent Matchmaking The other thing I've noticed a lot, is when someone does leave towards the end of character select, those characters are banned the next game. The matchmaker should NOT be putting people who have already started selecting champions in the same queue with one another. Otherwise, what's the purpose of having a blind ban? This may benefit a lot of the one-trick players out there but, honestly for those of us at the bottom of the care-pole, it's annoying. Also, I feel like that's probably how it's supposed to work.

Basically, match making should be dependent on whether or not an individual has played with another, or been in character select with another, recently - excluding those playing in a party together.

On a total separate note, I think the new honor system and ELO system suck, mostly because I'm the most toxic player in my group of friends, and I still manage to climb the honor tree. ELO system sucks because it feels like I can't move at all unless I start a new account. ELO Hell is real. I'd probably be less toxic if I didn't have to play with morons all day.
