My friend and I started a champ select, at last second I changed to SMite since I was jungle and it didnt switch over cuz of the 1 and 0 second threshhold secure for server to register changes. So i offered to take the LP Loss and D/c so I didn't hurt the other players experience. We got the remake but my friend, on the other hand, took a loss in promos. Does it still affect those in dynamic queue?

I believe when Riot released the Remake option, they did specify that any members queued with the DC player would take full LP loss and that would also mean losing a series game.
It's probably just a visual bug. On op.gg, it doesn't show a loss in promos for your friend.
Im pretty sure All the players in the d/c players party also take loss of lp or loss in series game when a /remake occurs. That sucks for your friend but that is how it works iirc
