FPS? FPS Who?

Recently when I've been getting on LoL, I usually cap at 9 fps even though a few weeks before that, I got 60 fps constantly. I've done everything I can from updating video drivers and changing all graphic and whatnot to minimum. I've even reinstalled. At this point, I don't know what to do anymore. Any advice at all would be greatly appreciated.

What's your hardware? Can you play other games without problems? Are you running other CPU heavy software programs while running League?
