That's a normal game. Normals MMR =/= Ranked MMR, sadly.

Do they look at the number of wins? That would be really strange, but it kinda seems like that's at least a factor.

I had a level 27 on my team once. The enemy team had one Challenger player(Annie Bot) and two master players.
