Bard

That's more because Riven's kit is excellent for shutting down a Bard's kit. Her lack of mana lets her sustain into being able to stay at the tower's throat so Bard can't roam. She's also designed to spam spells where Bard is designed to set things up. Bard has infinitely stacking true damage. Correctly collecting the relics combined with setting the Q up correctly leads to a devastating bard. You're comparing a late game toon to the mid game toon that counters him. You also have to consider that just the Bard most likely hasn't played top Bard as much as Riven has played top Riven. These things make a difference. To assume something does or does not work based on one game is foolish. In most things you should never assume an average until ten games (or whatever the situation calls for) have been accomplished. This makes each one worth 10%. 15% is the number that makes a noticeable difference so until they are worth less than 15% per game then one match that goes exceptionally good or bad as a fluke can falsely manipulate the data. You didn't see evidence that Bard is bad solo. You saw a Bard having a bad game against a Riven. They are extremely different things.

Every top laner is capable of feeding Riven. That's her whole point and it says nothing about the champion she's facing. But obviously Bard is crap at 1v1ing actual duelists, he's just comparatively good by support standards. You couldn't put a single support in the top lane and expect them not to die to Riven, with the only possible exception being Lulu, the solo lane support.
