After playing Evelynn for some time, here is my review
Evelynn got a very interesting update. As every assassin that got reworked, she also got the "moment to react" treatment. I do agree with that game design philosophy a lot. As you all know, Evelynn lost her pre-6 stealth, and I agree very much with it. It was a very problematic design, a perma-stealth champion so early in the game is broken, and very hard to balance!
With this update, she became much healthier champion, but not necessarily a better one! Still, a very good approach.
Evelynn gets perma-stealth after level 6 (and needs only 4 seconds of not receiving damage to get back into it!), she gets the assassination indicator for her target to react, a Charm - amazing CC and one of the greatest ultimates I've ever seen in this game (damage+repositioning tool+invincibility), and she again becomes a threat on a field!
But it is not all that great as it seems on the paper.
Few problems:
-
minion's damage removes her camouflage or prevents her to get into one, that has to go, it is not a good game design for her
-
power creep on her ultimate makes her whole design problematic. Her Q and E do not have enough damage to assassinate her target (on the same playfield) and she has to burn her ultimate to even have a chance to kill. Q and E should get some power, while her ultimate should lose power, as it is now she is a terrible early game champion for no real reason and if she isn't able to assassinate her target in a full combo, she becomes too weak in a match and overall as a champion (too long cooldowns to be viable without the ultimate). I want to see her in high elo games, even in tournaments, but in her current form, there is no chance for it. Powercreep on her ultimate has to go (proposed buff change in the next bullet)

I do not mind if her ultimate loses assassination part if her Q and E get more damage instead. I do not even see, or want, her ultimate to function that way. For me, its best qualities are repositioning and invicibility and as such, it is the great skill on its own. Change I would like to see if it loses its assassination power creep, is after it is used, to empower the E skill.

While we are at empowered E skill, it has a pitiful range. It is something in a line of Yasuo's Q range, a terrible melee range. My proposed change would be to change its range to the Ekko's E range, 425. I do not want to be forced to use protobelt or flash just to get into the range. We are talking high elo matches here, where enemies awareness is greatly increased. In its current form, Evelynn has too much of a "moments to react" for her target and that makes her weak.
Proposed changes to power shifting, as well as a buff to her E range and ultimate empowering E after it is used, would make Evelynn a true assassin. An assassin with true mobility, outplay potential, who could get quickly into and out of a fight and then again quickly back into, while still having counterplay (the indicator) would be the most awesome form/design of Evelynn ever created!
She lost ad scaling, so she will not be played as a tank, she is very squishy, so she can also be punished quickly if outplayed. Make her a true assassin, because, in her current form, she is a very lame champion with too much counterplay against her and others assassins are a much better and a safer pick.
TLDR: while Evelynn has an interesting update and overall healthier skillset, it is not in her favor at all. Her ultimate has a power creep, reduce it and give it to her Q and E while also empowering her E once ultimate is used. Empowered E needs 425 range, for it is a bad design to be forced to use flash and protobelt just to get to your target.
