Why the fuck can this character sit on top of a barrel for fucking forever and not be punished for it, while he can fucking poke me down AND get klepto stacks with his q? Is nobody gonna talk about how annoying this shit is?

He has (much needed) nerfs incoming. Sadly, it's not JUST klepto, (tho its still highest winrate on him).
He abuses every 'melee only' item and rune in the game. He was fine last season, but this season the new runes have so much melee specific goodness, that an effectively ranged melee breaks them.
Bandit on sup items, if you nerf klepto he just goes grasp (still over 5o% winrate with grasp), etc.
Sadly, people got on a hashinshin whine about tanks in toplane, who are (statistically speaking) very rare in top lane, with only sion on a decent winrate.
His current nerfs are likely to prove inadaquate, but at least they are nerfs and not '.25 seconds off cd' nerfs.
He is getting decent nerfs on the PBE right now that will come next patch
