Why doesnt CoC scale off the number of enemies hit?
Thats what I thought it was when I first heard about it. It also thematically makes far more sense.

Because it´s also intended for tanky peeps with single target hard cc.
Because it would then suck for every tank with a single target hard CC, and be vastly OP on champs with multi target hard CC.
Because that would lead to such a massive variability in the quality of the mastery. And not just between champions, but between individual usages of the same ability. It would awful in how erratic its performance would be, nevermind the balance.
So its a negative that it requires skill to use?
No, it would be impossible to balance. If it were balanced around landing a 2 man CC (Hecarim, Malphite), then it would be beyond broken on stuff like a 4-5 man Amumu Ult. On the other hand, if it were made so that large CC's were the balance point, then the mastery would be useless on tanks that had only small target CC's.
Think of Maokai, a tank that very well is the intended target of this mastery. His initiation (the CC that the mastery would trigger on) is a single target W. That would mean Maokai, even though he is a tanky tank, would only be able to trigger a single target CotC. Same with Rammus, Udyr, Renekton, etc.
No, because it has nothing to do with skill. If it was balanced to be good on single-CC, it would be broken on multiple-CC. If it was good on multiple-cc, it would be awful on single-cc. If it was good in single-cc 1on1, it would be do little to nothing in cc around 5. If it was good.... You get the idea.
It's better to have it operate consistently and to be based around enemies in proximity so it can be tuned to a quality level of at least "not sucking" in all situations.
So its just completely broken at all levels for all champions? We dont need
with a 1200 hp shield in a 1v1.
