Really low Fps although I do meet the minimum requirements

So I've had low fps for quite a while and done tons of things that i found on guides to try to improve it, but never actually checked the requirements of the game (once when I first installed (~2014) but never again) and apparently I do meet all of them.

This is what you apparently need: CPU: Info CPU SPEED: 2 GHz processor (supporting SSE2 instruction set or higher) RAM: 1 GB RAM (2 GB of RAM for Windows Vista and newer) OS: Windows XP (Service Pack 3 ONLY), Windows Vista, Windows 7, Windows 8, or Windows 10 VIDEO CARD: Shader version 2.0 capable video card FREE DISK SPACE: 8 GB

And this is what I have (according to can you run it): CPU: Intel(R) Core(TM) i3 CPU M 370 @ 2.40GHz CPU SPEED: 2.4 GHz Performance Rated at: 5.4 GHz RAM: 3.0 GB (tho in my system it says 4096 MB) OS: Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 32-bit VIDEO CARD: (Intel(R) HD Graphics) Shader version 4.0 FREE DISK SPACE: 37.0 GB

Obviously its not a great computer but I was wondering if I shouldn't be getting a little more than ~20 FPS (mostly 16-18) and 5-10 in teamfights?
