Roll extra champion shards into a random skin shard for that champion

I have multiple champion shards from leveling up but i already owned every champion before the level update came out. I was thinking today and thought about this idea. So say you have 3-10 shards for a champion you already own (the more shards you have a slightly higher % chance to get a more expensive skin (like 20 shards or so for the most expensive ones), I think that there should be a system to where you can roll your extra champion shards into a random skin shard for that champion (you would still need to provide the essence for the skin shard once you forge it) so this way people can get rid of their extra champ shards and try their luck into getting a random skin shard for that champion. Of course you would not get the skin for free as you obtain the champ shards for free by leveling up therefor the essence is required. IDK just a thought that came into my head while play LoL at 2am.
