banning team members pre-selected champs..

A bronze phenomenon..why is there no penalty for trolling champ select? If you talk and give reason for your dumbass noob behavior then fine..but just sitting mute and banning pre-selected champs...should be a way to tag the summoner for this to see if they make it a habit.
