PLayers of higher ELO getting matched with PLayers of lower ELO through duo queuing.

The way i understand rankings in league of legends is that there are 2 systems. THe first being the one that everyone sees is the categories bronze, silver, gold, etc. The second being more hidden Which ranks all players of a region against each other and dictates who gets matched with who in normal matches (ELO). Im not sure this is correct but I'm pretty sure its something similar to this. Now what happens sometimes to me quite often Is that I will join a game and be matched against a summoner of much higher skill level than the average of my team who joins by queuing up with a player closer to our skill level. He/she usually ends up carrying the whole game for his team even if my team wins every lane but his.

I think that riot should make it so that whenever two people who are of very different skill level queue up together the game they are put in should be based of the ELO of the more skilled player instead of the average between the two. Because even when a lvl 6 and a Gold III are matched up against five lvl 30s the handicap provided by the lvl 6 is never enough to compensate for the skill of the Gold III. He will almost always win the game for himself.

This is just something to think about and if I'm wrong please correct me but if I'm not I hope Riot takes this into consideration
