Adding incentives to normal draft pick

So recently, I've tried to play normals because I wanna practice new champions or play different champions, however, whenever I try to do so on normals, I get an instalocker, an afker etc. On top of that, the opposing team wont even report the person because they think it's hilarious as they can get more ip and feel like they won the game hard. Of course, I can go play draft pick but the que time is so much longer and takes a long time to get into a game because of all the bans and picks. So what I propose to riot is that there should be incentives to normal draft pick, such as putting it in the new daily mission to play draft pick instead of normal blind pick, so more people will play it and the que time will fall time so more people won't mind using it to make a game and get rewards playing it compared to normal blind pick. Although this may seem to worsen the Que time for the normal blind pick, the daily mission could just be playing one draft pick a day. If this does not happen people cannot play the role want, practice properly like a ranked game without having multiple people in one lane and waste time trying to forfeit a game.
