Should Riot add an item which allows you to cast your ult twice?

The item's price is between 5000 and 7000, it gives you no stats its only passive is allowing an ult to be casted a 2nd time within 10 seconds since the 1st cast. Should be powerful for ult dependant midlaners like Orianna, Ahri and Syndra...

You can buy this but you'll lose 2 whole complete damage item like Rylai which means you'll lose 140-200 AP and your double ult may lack dmg and may not work that well. So it's intended for late game when you have no better thing to buy.
