Can more support junglers find a place? (Alistar Discussion)

With the upcoming release of Ivern, the premiere "Supporting Jungler," I'm curious to see whether or not League has more room to fill a niche for this type of non-carry jungler.

Aside from creating new champs that could circumvent the problem of clearing camps in a way that doesn't require much damage, is there any way that some current supports could see some love for this goal?

Specifically, I'm thinking of the long lost Alistar jungle.

I'm obviously not on the balance team, so maybe this would throw things wildly out of whack, but couldn't Alistar jungle be supported pretty well without compromising his role as a support with limited change?

For example, moving some of the damage on his W into the base damage on his passive help his clear without giving him an advantage in the bottom lane?

In my mind, this could also fix one of the main problems that Riot has had with Alistar as a support: He's kinda good at everything at once. Reducing the initial burst from his W could help solidify Alistar as a displacement and disengage focused support, moving away from how strong he is as an engager.

Thoughts from Rioters/community members with more knowledge than me?
