Question on Camille Design

During the twitch broadcast of the warwick release CertainlyT mentioned that from a design perspective mana is given to champions to gate abilities or kits that are cool but might be too strong if able to spam without worrying about mana, albeit usually just at certain points in the game until mana items are bought or their mana pool extends enough from levels. He used the example of warwick's Q and why it was a good reason to mana gate such a strong ability. If it wasn't mana hungry, warwick would spam it on everything and it would have to be toned down and lose its appeal as a cool and engaging spell.

My question is, why aren't any of Camille's abilities mana gated at any point in the game. I've been playing since S1, played all the champs extensively, and she is the first champ I have seen with mana that is not mana gated on any spell at any point in the game. I am wondering why, from a design perspective, that she even has mana if there wasn't an intention to have mana as a thought when using her abilities? Was this just a screw up from the balance team in her extremely low mana costs or should she just be a manaless champion? I have yet to see her played or play her and have her get below 70% mana.
