An alternative to the leveling system

I had an thought earlier that may or may not have already been discussed by riot themselves of which I'm unaware on how to make a better experience in terms of leveling an account, I'm sure we all realize how awful pre-30 game-play grinding can be especially when you're literally mashed into a hodgepodge of new players and smurfing players, only to spend an entire hour to get about 1/10th the "experience" you'll need to progress to level 25. The amount of learning and mechanical development that happens before level 30 has huge diminishing returns when players are just being encouraged to play another game, rather than play another game well, which leads to the suggestion, why not put the new mission system to use?

What I'm thinking of is a string of "missions" that give IP rewards, so that the new players can afford the "early champs" (Think Ashe, Annie, Garen, Warwick, Nunu, etc.) maybe some icon rewards, and finally the reward of being able to start ranked whenever they complete the mission requirements, and encourage players to pay attention to certain things, I.E. missions that encourage getting X amount of CS in game, win a match dying less than X times, use your trinket X times, or reveal X wards with sweeping trinket, use smite to kill dragon, use smite to kill baron, use smite to kill herald, take X objectives, the list of things that could be used to teach goes on, and you may think back to what riot said introducing the mission system ( http://nexus.leagueoflegends.com/2017/05/dev-on-missions/ ) and say "well, some of these require the player to play outside of what might be normal gameplay," and while true, a top Garen might not need a sweeping trinket for example 4, and that some might ignore fights to farm for example 1, what ends up happening is that the players learn what certain basic items are used for, in example 1 they'd learn when farming is worth it, perhaps when it's not, and regardless they'd fortify their farming skill starting very early.

Riot themselves have said that a good mission encourages players to play optimally on a champ, in the link above one of the guidelines was to "get a A or higher on Champion X", perhaps Riot could use a guideline such as that to force new players to play all the roles in an optimal fashion at least once to make sure newer players end up getting a very well-rounded start, for instance, "Get 5 Assists and an A rank or higher as support in a draft game." "Smite 2 Dragons and an A rank or higher as jungle in a draft game." And maybe even add optional missions for new players that give them new icons, like "Smite 5 Dragons, 1 Rift Herald, and 1 Baron, and an S rank or higher as jungle in draft games." So that they are encouraged to play more of said role if they wish, and to get better at it. So many tips of information could also be brought about during this learning process as well, such as, "Pay attention to enemy creep score, and your own, remember that ~15 more cs than you is as much gold as if they killed you!", "Remember that enemies with a higher level are much more dangerous." And, "Manage your resources, a low mana/energy bar could mean death if you are caught out."

Anyway, sorry for the long-winded post Yasuo , I simply had an idea I wished to share, and keep in mind this idea was simply a draft of possibilities rather than a fully developed idea.

TL;DR Experience is a big waste of item 3157 , replace with missions forcing player to engage in playing the game optimally.
