How come hextech crafting is only in na at the moment?

In my previous post about what everyone got in the hextech crafting some people were commenting how come it is not in the eu or other regions Please respond asap

.... notes very clearly say it'll be coming online in other regions soon.... takes time to push updates to servers...

They test out features in other regions all the time, na and eu are usually the last to get the goods
