Does League have more server latency then it used to?

So either my computer is super bad, or I am having latency issues with league servers. Getting pulled from beyond max range, from any pull champion, because of where I was just moments ago even though I moved away from that spot in either outward or away from their direct line of skill shot, or both.Or I press a button to predict dodge enemy skills, only for the game to register me getting cced before the skill shot even hits me not letting me use my button click. I have 8 gigs of ram and play at 60 fps, and an I7 2 core. Do I need better ram or a better processor. Or am I really just too slow? I've been gold the past two seasons but now I can't even get out of silver 3. Maybe I will go to an internet cafe and try a better computer to see if it's my reaction times or just my crappy laptop, or Riot having server latency.
