I feel Leblanc can be completely balanced (maybe) if these two things are added/changed

So I, the same as a bunch of you, am trying to climb to gold before the season ends. I play mid and I faced Lebalance today. Pretty much the lane was won bc she hit one thing, that one thing being her R (it was her e at the time) now I was low when this happened (50% maybe) but I do not believe that me, a Zoe, hitting all my stuff and doing my combo perfectly, would still lose to that champ. Now this is not the first time this has happened. Neither am I the only one with this issue on the boards.

I believe that Leblancs tether range should be WAY shorter. It used to be fine but ever since her revert it is really annoying to face. I also think her r should not be usable unless she hits a ability. (if she hits w, r will mimic w) With this effect only lasting for 10 seconds before it goes back to being useless. This would make Leblanc a lot trickier to play while still being the same as before.
