Increase/Change Penalty for ARAM Dodging

Whenever I queue up for ARAM I get at least 1-2 dodges before I finally get into game. It is very frustrating to be prepared to play a champion only to have someone dodge the very last second. I feel like a 15 minute penalty is not enough, especially since it can be waited out without being online. I think changing the penalty to an automatic 10 minute low priority queue in ARAM for maybe even 2 games would discourage dodging so often. Also maybe increasing the rate at which rerolls for champions are acquired to give people a chance to change their champ.
