Assasin Update: Game Health

The assassins update is really needed to reduce the amount of damage dealt in the game. Assassins will take longer to kill their target. Will this apply in the late game too? If it does, will ADC damage get reduced in the late game too? If it doesn't then adcs with a lot of burst like and will be a problem. Say jumps on to , if it takes an extra 2 seconds to kill her, she can easily condemn, roll away and auto attack. In the late game can literally one shot anyone that isnt a tank with 3 silver bullets, and lifesteal will keep her at full health. If this damage isn't reduced then ADCs will complete counter assassins which will be the opposite of what the update was intended for.
