Leaverbuster - Working as intended?

I understand the concept of leaver buster, and what it is trying to do for the community I am writing this, as 5 of us are waiting for a 10 minute timer before we can join a match, our 4th one of the night.

I've been playing league of legends for a little over a year, and I really enjoy the game and the content. I especially like the amount of effort and enthusiasm Riot employees show.

I recently ran into a problem, when playing with friends, and one of which is overseas, and the connection to the servers is not always great and sometimes disconnect on him, or he gets the black screen with the error message about the game cannot connect.. anyway, he has contacted Riot support and received very little effort to help.

riot markets themselves as a game created by gamers, and I can't imagine why they would intentionally make this game harder for gamers to play. It's obvious that the leaverbuster in this case is closer to harassment than a determent (and the rest of us are just sadists for waiting for 40+ minutes tonight). It is making 4 players who have no history of game abandonment or other infringements waiting for a player who has connection issues, and general game play errors. I am wondering if anything can be done about this. As I am typing it, my friend is telling me its a waste of time(not sure what else to do while waiting for the 10 minute timer per game), so I would like to see him proven wrong - its a principle thing i am sure you understand.
