Trolls, AFK'ers and loss by players

First I am not one to write at all in these forums, Nor am I one to complain all that often. I enjoy being one who attempts to look at situations inwardly, more specifically to league, what I could have done better or differently after each game either a win or a loss. I feel this more than anything has contributed more to my climbing the ranked ladder than anything, though I cannot help in more ways than one with contributing my most recent hold in S3 to trolls. I simply cannot wrap my head around this I really can't. Why one earth and HOW do players achieve high Silver status with shut a bad attitude. I recently lost my series and while I could contribute this to my own skill and mistakes somewhere, it was largely due to the 2 afk'ers in a row each game in my series. Whats worse is that these players didn't leave or quit the game. They simply sat in base not saying a word, then when we finally lost, they shout out GG at the end, annoyingly to tell us all that they were there the whole time to begin with, and to dodge the RIOT warning and afk ban. I have been playing since the end of Season 3 and consistently this entire 2014 season. I was proud of myself and thankful for the good teams I did get in solo Q to get me to Silver where yes, Trolls did die out a bit, but not nearly as much as I believe they should have. How is it that these players make it up the ladder?

My question(s) to a Rioter (any rioter) and the players here on forums is this.

1: HOW after so many revamps to the tribunal system do we STILL have toxic players that do not get banned.

2: Why every time I go to the tribunal review it is 'closed.' I know for a fact that their are hundreds of thousands of players on the NA server alone and and thousands of reports a day. How does this being closed catch up on the reporting and quickly remove these players?

3: What stops toxic players after being perma banned from just making a new account and returning their troll status to the game and worse, returning it for new players. Trolling is toxic and changes new players into trolls which changes how they see the game. I can tell you a lot of my friends tell me they would play but do not because quote "too many people with bad attitudes man."

4: Riot recently announced the rewards system and most of us got an IP boost (<3 you guys for that by the way) and stated that a very small percentage of players had to be punished this season. how is this possible?! When I know for a fact that well over 50% of my games were held hostage by players (on either team) and reported by either team, Only to find these players STILL PLAYING later in the week.

I just do not understand it, how with so many good players (and I say good in regards to attitude not skill) are brought down by so many Negative players and the negative ones continue to run rampant. The words REPORTED hold no sway to them, they laugh, they tell you they won't get banned or in trouble, they tell you that on the off chance they do they will just make a new account, They tell you that the rules do not mean a damned thing and it makes players like me, who love the game and what it is about, love watching the LCS more than football, and who buy skins with every new champ they get because its a free game and gotta support the system somehow, want to just not play anymore.

So like so many others I am sure who have posted similar threads and discussions. RIOT WHAT ARE YOU GOING TO DO ABOUT KEEPING YOUR PLAYERS WITH GOOD ATTITUDE, AND REMOVING THE ONES WHO PLAY JUST TO MAKE PEOPLE ANGRY?item 2003 ?

Absolutely 6+. I play in the evenings normally every day, multiple games a day. So sick of all of it, if it wasn't for my wife being an avid player and having at least 1 guaranteed non-toxic, afk'er, dc'er I've told her 100 times I'm done playing. When we can get our 2 friends we play online with together and have a 4 or 5 man team and win it is just the best feeling.

Highly doubt we will get an answer from Riot though.

ive mentioned this is my posts before, the reason is placement...inexperienced players and smurfs that want to troll and be toxic because its not their main account can be put into silver easily following a good run of placement matches..then you have noobs with inexperience playing against seasoned players that will get upset at basic things that they do wrong for example. my solution was for matchmaking they need to add a filter that looks at how many games you have played in ranked, so an inexperienced s3 player that has mechanical skills but not enough knowledge of the game to compete with mechanical and knowledgeable players. so if you have under 100 games in ranked wins you get pooled with other similar elo players with under 100 games won in ranked. that will fix many problem i guarantee it.

I don't lose games because another player is rude, I lose because another player is unskilled. This community is full of weaklings that bursts into tears from "stop feeding", and that's pretty silly. This is is very similar to the real world expect for this factor, and we really should do something about it.

I haven't had a legit leaver/afk in quite a number of games.

Riot reported that 95% of us never had any serious reportable offense. Paraphrasing a little, but let's assume that's true.

That means that 5% of us did.

If that 5% is randomly distributed by skill throughout the playerbase, then the following is true: 1 out of 20 players (5%) are toxic.

That means, that in a 10 person match, 50% of the time you will have one toxic person in it. 25% of the time, they are on your team!

So yeah, Riot has done a great job cleaning up the playerbase, but even a small number like 5% still impacts quite a few players! Just something to think about.
