When is Azir getting is EQ Patch? (5.16)

I was just wondering when Azir was going to get his EQ Buff (imo it is).

It said it was going to be in Patch 5.16 but after testing him, he didn't have it. I re-read the patch notes for 5.16 and i assumed that it he's going to get continuous bug fixes, eventually leading up to the EQ Change during patch 5.16 or in the next patch?

I'm really curious to know since i main Azir for mid Lane and thought that this change made up for his Knock Up removal and is a very needed change for his EQ as it really was weird dashing and even though you didnt hit your Soldier you still stopped (it was really buggy at times so removing it so he would stop when making contact with the Soldier during it, and him dashing was an excellent idea).

If anyone knows when they are implementing this change or can confirm this (with a link or something for evidence) please do tell me. And as always, SHURIMA!
