Toxicity still very big

I'm in Silver and lately I have been getting a bunch of trolls in ranked taking other people's roles and just flaming about nothing but the thing that has been bothering me the most is in my recent promos to S4 (Which I lost unfortunately) "teammates" do really bad intentionally while giving the remark "You don't deserve to win" this resulted in alot of losses recently and has really just makes me think if I should even play this game anymore when 75% of my teammates are assholes. Yes I can mute them but that doesn't stop them from throwing the game intentionally on purpose. So please Riot we need a tribunal reform that fets rid of these trolls and purges them from this game permanently.
