Low level limits

Riot,

how does it make sense that you unlock sums and runes through leveling? With these new runes you're stuck on E.G. playing teemo with comet, when it doesn't do anything for him. And having a lane disadvantage just because your opponent is level 11 and has flash, ignite already, while youre stuck with ghost and heal.. You're trying to make the game better for new players, but you're still setting limitations until youre atleast level 11. I've been grinding till 8 hoping I get to finally make my own page, and it just tells me "HAHA jokes on you ya freaking loser, you dont get to change any runes until you're level 11, you just get to choose between our 4 slightly less horrible presets"
