Throwing a fit multiple times in a row won't make your complaints any more valid.
But then it wouldn't be passive, it'd be an activated toggle.
It's part of their power budget.
Vayne, for instance, is a hypercarry because of her W passive, but her early game can be beat by anyone with good burst (like Graves).
But Teemo, Vi, Gnar, and Vayne don't have actives on that one spell slot. Except for Teemo, it requires three autos or spells to trigger, making them exceptional duelists.

Haha! Yeah, because TF and Varus are just all kinds of overpowered. And I heard Teemo has an LCS perma-ban in Korea. So which one of these did you just get stomped by? ;)
Consider this. Ashe's Q amounts to a permanent slow on the target when it's toggled on. Every attack applies it. Twisted Fate's E only procs every 4th auto. Vi's, Vayne's and Gnar's proc every 3rd auto. Varus's doesn't proc by itself. It just applies a stack. He needs to use an ability to detonate it.
And Teemo . . . well, Teemo is Teemo. He's silly, he's (literally) toxic, but are you really going to argue that he's OP? Come on.
If you really think there's imbalance with this, the floor's yours. Explain.
