Dynamic Queue Wait Time

I've been waiting in dynamic queue for 3 minutes and then I press the X on the bottom left of the "Arranging Teams..." box, then I press "Queue Up" and it finds a match in less then 10 seconds and most of the time instantly. Can you explain what is going on please?
