Will/Should Vladimir ever become reworked/fixed?
Vlad has been one of the oldest champions in League for a while now, and he hasn't really received much in terms of gameplay changes that effect his style of play. We've seen countless reworks, ability tweaks, and complete overhauls, but Vlad's kit still remains unchanged, even though he's slowly becoming outclassed in top lane. Each and every ability has a, however small, cast timer on it. His Q, which is his main dps and sustain ability, requires him to completely stop moving, turn around, lift his arms in the air, and is then allowed to continue moving after turning back around. His E does the same thing, as does his R. Each to varying extents, but each with a cast timer. The only ability that doesn't have a cast timer on it is his W, which still requires 10% of his current health, which is HUGE, and gives no real benefit to engages or escapes. He gets no ramped up speed while pooled, and the slow on it is nearly within melee reach of his sprite the moment he resurfaces. His kit is slowly being outclassed by the Gnars, Rek'Sais, and Yasuos of Summoner's Rift.
If Riot would just remove the cast timers on his abilities, maybe slightly nerf the values on the abilities themselves, or give small cooldown increases, then he would be just as strong, without being the only champion in the game who has to stand still for 3 out of every 6 seconds of any fight he participates in.
