Stupidity in Normals

Whats going on? Every single game i play i come across someone who is either afk, greifing, autolocking, talking trash, etc. Riot is not banning anyone for this and that needs to change. inb4 >its normals what do you expect Its even worse when you try and play ranked Ive been playing league since season three and ranked is garbage too, no, its even worse. Nobody wants to communicate at all. The only way you stand a chance is if you 5 queue but none of my friends play league. My friends prefer Dota and I'm starting to see why. The community is complete trash and riot is doing nothing to stop it.
