In-game stuttering

This video most resembles my stuttering, although it's not mine. It's very minor stuttering but they happen often, especially in fights. My FPS is constantly around 120-125 and my CPU Usage jumps to about 20%-25% in game. I have tried turning V-sync on in game, capping my fps to 60, turning adapative v-sync on in nvidia, nothing works. I have a 60 hz monitor and this has never been a problem before even on uncapped fps. It's always been smooth. How do I fix this? Does anyone know? I've searched all over the internet over the past week and haven't found anything but "turn v-sync on."
