every archetype of champion has their core items. what makes cleaver different than i.e. being built on every single ranged carry, or morellos on pretty much every single mage?

You are kind of right, but there is no problem with the items you mentioned. Black cleaver is being stacked 4-5 times due to that rune that gives AD for any CDR exceeding 40%.

and thats no problem either.
youre basically giving up 300 gold worth of rage passive and armor shred to gain 300 gold worth of ad for the third and fourth cleaver.
its a gimmicky build, and it kindof works, but it doesnt make people more tanky or deal more damage than on any other regular fighter build.
you end up at 100% gold efficiency for every cleaver past the second one with the transcendence build. so youre literally just gaining the stats you payed for.
when it comes to gold vs. stats youre gaining, its no difference if youre doing this

It was literally meant to be built on assassins, Juggernauts are the ones who abuse it. They should change Frozen Mallet so that it is worth for Melee champions and then give BC the AD back.
Also: assassins either buy BC or full lethality and I think it's obvious that BC builds are much healthier.
