Currently playing only Bard

At first I was like "oh only 30% win rate in diamond?He can't be that bad.." 5 or 6 games later I've formed my thoughts about him :

• His chimes are useless until 40 minutes
• His damage is mediocre , rather low tho
• All of his spells are one-point wonders,except for his Q -That freaking ult is impossible to hit from any range other than melee,one-point wonder as I said.The only thing that gets better is the cooldown(~10 seconds or so reduction) -Can't do anything by himself,only decent when the enemies make a mistake Rito buff plx
