when i play ranked its actually less toxic than it is when i play norms and norms is just for fun not for competition really

People can try to win in modes other than ranked. They're allowed.

They are not allowed to be toxic and complain just because someone is not doing well.

No, and there's a report system in place for that.

But 'just for fun' should not come with a substantially largely margin of loss, because that seems to be less 'not doing well' and 'choosing to not do well,' and there aren't many players with whom that sits well.

People say 'it's not competitive' and then do excessively poorly, ignoring advice or even just discarding common sense.

That is why toxicity comes about; it's the result of a failure to communicate, which is (in League) generally deliberated by one side or the other.
