He is waaay to ult reliant to be of any actual threat.

he has 2 damaging abilities that aren't his ult. dodge the laser and he'll lose a very large portion of his damage output

Well, to be fair, his q + aa can hit pretty damn hard once Lich Bane is built.

Combine it all q + aa + e + r and you have a hell of a burst.

But I think Viktor is probably one of the more balanced champions. Don't see any need for a nerf.

his burst before the dragon changes was around 5170 over 7 seconds before mitigation not including the 500 damage lich bane procs if everything hit. that's pretty impressive for only having 2 non-ultimate damaging abilities. he can get up to around 1300 ap now if i remember correctly
