Crits vs Cool Down

So I guess my train of thought is this. What are people's opinions on there being a cap for cool down, only so much you can put on for attack boosts. But no cap at all for crits with basic attacks? Myself I've noticed anyone playing range goes for crits and then deals out from what I've seen anything between 1000 - 5000 damage in one basic attack? Do you think there should be a cap for damage that can be put out like this? Is there a point in abilities or even playing anyone who has good abilities, or even using items for armor and health when someone can roll your whole team with their basic attack.

Thoughts?

5000 damage in one basic attack? Lol.

See, ADCs are designed to be the late game DPS. Crits are what provide them the majority of their DPS. As such, ADCs need crits to DPS. 1k is reasonable on someone who's building full damage vs. someone who is building full damage. But, even then, there is a cap on attack speed (2.5 attacks per second) meaning that there already, to an extent, is a cap on the number of crits one can get off per second at 2.5. Late game, with around 400 AD (a bit higher than most ADCs get, but not unreasonable), 1 crit shot (with IE) is 1,000 damage before resistances. Just 100 armor (again, not unreasonable to get even without buying an armor item) cuts that in half. Not to mention all the assassins and burst mages who can press a button and blow the ADC up in 0.00001 seconds. The damage a Twitch can deal over the course of 1 second is NOTHING compared to the damage Talon can deal with 1 combo (about 0.5 seconds to pull off start to finish) or the damage Syndra can deal with a single press of a button (R) that, once started, won't stop until the animation ends, even if the Syndra dies. And yes, 1 Syndra ult with enough balls on the field is enough to kill that ADC, even from full health (around 2100 late game). Me being a Twitch player myself, yes, he is extremely bursty, and I often position myself in a way that would get any other ADC killed, but I can do that because of my stealth and burst. Enemy team is focusing on my team when all of a sudden, from behind, I pop ult and burst them all before they react. If they had faster reaction time or if I had made even a single mistake or wasn't far enough ahead, though, I would be dead in that situation 100% of the time instead.

Even if they were to implement a crit cap, it wouldn't be the damage it would be the percentage.
