What happened to sword of the occult?

According to our fellow League players, games are too snowbally and end very quickly. Not only that, but Marksman (and of course the AD champs people say are broken / op) are stronger than ever right now due to the changes to AD items as well as people who are able to abuse Guinsoo's Rageblade or make good use of the keystones.

Despite game play being terribly snowbally and ending quickly, the removal of the item was probably because of the item changes, and Sword of the Occult being available would make it even worse. Yes it is supposed to be a snowball item, but if snowballing is worse than before even without it; I could see why it would be good for it to stay removed.

Don't get me wrong though. I do want the item back.

Just imagine. Jax with guinsoos mejas and Sword of the occult. gives me nightmares.
