You kidding me, his winrate dropped from 52% to 46% in one day after the last patch. People just still ban him, because most of them have no idea how hard the nerfs hit him.
As soon as they realise that they acutally ban a 46% champion, they gonna stop wasting bans on him.
I think they had to over-nerf him simply for some information on his state. They couldn't take the sample of games that he wasn't banned to find out how he has panned out because it was such a small sample.
He might be fine, or he might be horrible. Either way the balance team is going to start getting the information it needs.
