What time during the 7.3 patch will Practice Tool come out?

"Practice Tool wil be rolling out region-by-region on the updated client later during patch 7.3!"

That's quoted right from the patch notes, however, when is it actually going to come out? Because I have been anticipating Practice Tool for 2 weeks now and would really appreciate to know when it's going to come out.
